Individuals who do not have access to group plans through an employer and are not eligible for Medicaid or Medicare can purchase plans through Vermont Health Connect.
The open enrollment period for buying (or changing) a 2021 Vermont Health Connect plan was November 1 - December 15, 2020. You can’t apply now for a 2021 Qualified Health Plan through Vermont Health Connect unless you have a “qualifying event” like: becoming newly eligible for financial help, losing insurance from your job, getting pregnant or having a baby. Uninsured Vermonters have a Special Enrollment Period (SEP) until October 1, 2021. If you do not have health insurance right now, you can sign up for a qualified health plan (QHP) and get financial help with premiums and cost-sharing if you are eligible.
You can apply for Medicaid or Dr. Dynasaur any time, even if you don’t have a qualifying event.

- online at the Vermont Health Connect website
- on the phone with help from the VHC Customer Support Hotline – call 1-855-899-9600
- in person with the help of a specially trained navigator (follow this link to find a navigator near you)
The ACA requires health plans to cover some preventive services for free. This means you should not have to meet your deductible or pay a copay for these services. This includes preventive services related to:
- chronic conditions
- sexual health
