Dr. Dynasaur is not changing. People with Dr. Dynasaur:
- do not have a Medicaid work requirement
- do not have to renew their coverage every 6 months
- do not have immigration rule changes.
You can get Dr. Dynasaur for kids or pregnancy if you have a lawful immigration status. If you do not have lawful immigration status, you can get the Immigrant Health Insurance Plan (IHIP).

Dr. Dynasaur provides free coverage for:
- children and teens up to age 19, and
- pregnant people.
Benefits
Dr. Dynasaur has no premium (monthly cost) or copays. It covers many different services. These services are free and include:
- doctor and hospital visits
- prescription drugs
- durable medical equipment
- dental care (unlimited annual benefit), and
- free transportation to the pharmacy and medical appointments (for people who do not have a car or other way to get there).
You must go to doctors, dentists and hospitals that accept Vermont Medicaid. Ask the provider before you make an appointment.
If you are pregnant and have Dr. Dynasaur, you will get 12 months of continuous coverage after the pregnancy ends.

The state will look at your monthly income:
The monthly income limit for Dr. Dynasaur for children is 317% of the Federal Poverty Level for your household size.
The monthly income limit for Dr. Dynasaur for pregnant people is 213% of the Federal Poverty Level for your household size.
If you are pregnant, your household size includes your unborn baby or babies. For example: If you are married, have one child, and are pregnant with one baby, then the number of people in your household is four.

There is no resource test for Dr. Dynasaur. This means the state will not look at the things you own and your money in the bank.

When to apply
Kids can apply any time during the year. They don’t have to wait for the Vermont Health Connect open enrollment period.
Pregnant people must apply when they are pregnant or within three months of having been pregnant.
How to apply
If you live in Vermont, you can apply any of these ways through Vermont Health Connect:
- Online: Click “Apply Now” to create an online account and submit an application.
- By phone: Call Vermont Health Connect at 1-855-899-9600.
- By mail: Download and print the application. Fill out pages 1 – 11 and then mail it to Vermont Health Connect.
- In-person: You can get help applying for insurance by calling or meeting with trained helpers called assisters. Find an assister near you.
How long will a child be eligible for Dr. Dynasaur?
A child who is found eligible for Dr. Dynasaur will continue to be eligible for 12 months even if their household income increases above the limit. This is called continuous eligibility.
After 12 months, the state can look at the household income again to decide if the child is still eligible.
Dr. Dynasaur is for kids who are age 0 - 19. A child can stay on Dr. Dynasaur until the last day of their birthday month when they turn age 19.
How long will a pregnant person be eligible for Dr. Dynasaur?
A pregnant person who is found eligible for Dr. Dynasaur will continue to be eligible for coverage during the pregnancy and for 12 months after the pregnancy ends, even if their household income increases above the limit. This is called continuous eligibility.
What happens when you no longer qualify for Dr. Dynasaur?
- Vermont Health Connect will send you a notice before your Dr. Dynasaur ends.
- You will qualify for a 60-day Special Enrollment Period to enroll in other health insurance coverage.
