Small Employers — Vermont Health Connect

The Office of the Health Care Advocate (HCA) helps individual Vermonters with problems and questions about health care and access to services. The HCA does NOT advise businesses or nonprofit organizations about health insurance for their employees.

Small businesses with 100 or fewer employees can directly enroll through the insurance carriers instead of through Vermont Health Connect. Small businesses may qualify for tax credits to help with the cost of employee coverage.

See the Vermont Health Connect (VHC) website for more details:

  • VHC's web page for small businesses
  • VHC's frequently asked questions for small businesses.

Small business owners and nonprofit organizations who need help comparing Vermont Health Connect plans for employees can use a registered broker. Registered brokers have a license to help individuals or businesses buy health insurance. Brokers can charge a fee for their services. The Vermont Department of Financial Regulation maintains lists of all licensed individuals and agencies on their website.

If you are a business or nonprofit and you need help:

  • call the Vermont Health Connect Small Business Hotline: 1-855-499-9800
  • email Vermont Health Connect: ahs.vthealthconnect@vermont.gov
  • call your local chamber of commerce and ask for a list of health insurance brokers.
